If you have no experience in flower arrangements, you naturally start with imitating the design your instructor makes at the classroom. This is a dead copy of instructor's arrangement. Namely initial step for learning floral design is duplicating what instructor does in front of you.
No matter what kind of subject you learn, swimming, dancing, painting , calligraphy or foreign language, everybody is required to repeat what his/her instructor does at the initial stage. If there is any student who does not follow this way, such student cannot expect to make a progress. By way of duplicating what their instructor does, students will gradually earn skill and they can master the basics in floral arrangements.
After mastering fundamental way of designs, next step is they will challenge even a higher level of floral arrangement. During this stage, their instructor still helps and supports students so that they can do a good job. After this process, they usually challenge creating a design by referring to some other designer's arrangement that can be found on the internet or YouTube video.
Through this process they will gradually earn skill of creating the design without getting a help from their instructor. After completing the repeated challenge of creating designs, their final goal is to design and make a unique arrangement that reflects their own idea and concept. Quite frankly speaking it takes lots of time to reach this final stage. From student to student the ability and creativity as well as skillfulness are different. Therefore it depends how long it will take to achieve this goal.
The vast majority of students quit learning after mastering basics of flower arrangements. Some of them are satisfied with one day seminar only. And they do not continue taking lessons per regular courses. Needless to say it is totally impossible for this kind of students to master flower arrangements. However nobody can complain about this because from student to student the purpose and goal for learning floral design is different. Many people enjoy just having a nice time of making flower arrangement by joining a short seminar program, which is one of ways to enjoy floral designs.
