I reckon he's a regular Green Greywing (possibly with the spangles mutation but I'm really not sure on that one!). If you pick up a chest feather (he moults!) you can see by turning it in the light that the green is a light effect not a pigment color (kind of like the changing colors of a mallard's neck?)
